The thyroid stimulating hormone is produced by the pituitary gland situated in the brain.

The thyroid gland produces hormones that regulate the body's metabolic rate, growth, and development. The pituitary gland directs the thyroid how much hormones it should produce and release into the bloodstream.

If the thyroid hormone levels are low in the blood (underactive thyroid),  pituitary produces large amounts of TSH (high TSH) to stimulate the thyroid gland.  Alternatively, when an overactive thyroid produces too much hormones, the pituitary lowers the TSH level to control it.
